AZ619: A lock file rowstile can't read

rowstile migrate writes the lock file (db/policy.lock): the policy's lines, then what the migrations made so far, each with a hash. A line of another kind is refused, by its number: most often a conflict marker (<<<<<<<, =======, >>>>>>>). Two branches each wrote a migration, and a merge left both lock files in one. Keep the lock file and the migrations of the branch merged into, and leave out the other branch's new migration, then run rowstile migrate again: it writes one migration from there to the merged policy. rowstile review says its Deploy part can't be computed from such a lock at the base.
