AZ623: Too many people for a snapshot

rowstile snapshot asks what each person and principal in the data holds, as them, and writes it to a file to commit: it is for small review data (a seed, a fixture), not a copy of production. This database holds more people than it takes (500): make the snapshot on a database with that small data.
